At Whitehall Point, the River View Belongs to a Park, and the Price Follows It

The listing description for 106 Whitehall Drive calls it a "waterfront luxury townhome." The same listing's data table answers "No" in the field marked Is Waterfront. Both are true. The townhome is asking $1,850,000 as of early October 2026, and it looks straight across the Beaufort River toward downtown Beaufort. It does not own the land between its front door and the water.

Whitehall Point's most expensive homes are priced on a view across Whitehall Park, about 10 acres of county-owned land under a perpetual conservation easement. That view is one of the most protected in Beaufort. The water itself belongs to the park, along with everything else between you and the river. The price of almost every home and lot in the community follows from that arrangement.

The Shoreline Was Sold First, to the Public

The 20-acre Whitehall tract was split in 2019, and Beaufort County bought the waterfront half. Open Land Trust records the purchase of 9.72 acres of the riverfront peninsula as closing on October 23, 2018. The County owns Whitehall Park and the City of Beaufort maintains and operates it. Open Land Trust holds a conservation easement that protects the park permanently, and it has accepted perpetual responsibility for the trees that frame the park's views.

The developer then built on the half that was left. In a 2024 Beaufort Lifestyle feature, the developer is described as choosing to build on the parcel "forested primarily with pine trees, rather than on the more valuable ten waterfront acres filled with live oaks." Michael Mark of Charter One Realty told the magazine that the neighborhood plan "literally started with one oak tree."

So the homes look out at the river over public land. Even the "covered dock" in the park plan is a park amenity.

What the Easement Guarantees

A view across someone else's land normally lasts only until that owner builds something. Whitehall's view is different because of the rules on the park. The Friends of Whitehall Park, the citizens' group that pushed for the park, summarizes the easement this way:

"Significant restrictions are placed on this property preventing development and restricting the square footage of buildings to extremely small levels. Impermeable materials such as roofs, asphalt roads and concrete are limited to approximately 2.5% of the property and will be further limited primarily to locations away from the water."

That is the Friends' summary rather than the recorded easement itself, and a buyer's attorney should read the recorded instrument. Its direction is still clear. The land between these townhomes and the river is about as close to permanently open as private planning allows in Beaufort. A private waterfront lot can't promise that about the house next door.

The open land is also public, and the public uses it. "So many people are out walking already, in the park and neighborhood, but also across the bridge from downtown," Mark said in 2024. Beaufort County used park funds to build a connection from the Woods Memorial Bridge to the eastern 1927 bridge spur, so people can walk to the point from downtown. The City's maintenance team designed and installed a new swing there in July 2025. When you buy a park-view home at Whitehall, you get a protected view, and public foot traffic comes with it.

How the Asking Prices Step Up

With the view's source in mind, the asking prices in early October 2026 fall into a readable pattern. Every figure below is an active asking price from MLS data as of early October 2026, not a closed sale.

Among the lots, the park and water views add something, but not much. An interior lot at 124 Whitehall Drive asks $215,000. The park-view lot at 202 Harborview Drive asks $285,000, and 211 Harborview Drive asks $295,000. The gap is roughly $70,000 to $80,000. The view across the park counts for something at the lot stage, but it is far from the multiple that true waterfront usually commands.

The townhomes show the view premium most clearly. All three listed units are 3,277 square feet with three bedrooms, three and a half baths, an elevator, balconies, Thermador appliances and a two-car garage. 112 Whitehall Drive asks $1,699,000, about $518 per square foot. 106 and 108 ask $1,850,000 each, about $565 per square foot. The listings don't explain the $151,000 gap. The clearest difference in the descriptions is that 106 and 108 advertise a rooftop deck with an outdoor kitchen and fire feature, built to look over the river and downtown. If that is the explanation, then most of the extra money buys a higher place to look over the park. The 106 listing also says its photos show a previously built townhome, and it lists the year built as 2026, so buyers there are working from a model.

A Pricing Detail That Shows Up Mid-Transaction

These asking prices are moving. As of early October 2026, the listing record shows 4 Harborview Circle cut by $66,000 to $1,079,000 and 112 Whitehall Drive cut by $50,750 to $1,699,000. 6 Harborview Circle came on at $1,049,000 on April 2, 2026 and dropped to $998,000 on June 29. In June 2026, Allen Patterson Builders described 112 Whitehall Drive as built and under contract. In October it is listed as active again.

The builder's own for-sale page still shows 4 Harborview at $1,145,000 and lists 106 and 108 at 2,500 square feet, while the MLS listings show 3,277. The builder notes that pricing and availability may change. A buyer comparing Whitehall to Old Point or Pigeon Point on price per square foot should confirm the measured square footage before running the numbers, because 777 square feet changes the per-foot figure on an $1.85 million townhome by more than $150.

There is only one builder here. Allen Patterson Builders is the community's only approved builder, working with four architecture firms. Buying a lot at 202 or 211 Harborview means building with Allen Patterson, so there is no competing builder bid on construction cost. The listing for 202 Harborview says as much and suggests partnering with Allen Patterson Builders. The covenants set up the Whitehall Point Residential Homeowners Association, Inc. We could not find a published dues figure in the builder or listing materials, so ask for it in writing early.

The Business District Is Still in Progress

Whitehall Point was planned as a New Urbanist neighborhood with its own small commercial strip on US 21, and the published plan has shifted over time. The City's 2020 sketch approval described capacity for 16 single-family homes, eight townhomes, three river homes, four garden cottages and three mixed-use buildings. The 2024 master plan described 21 single-family homes, eight townhomes and four mixed-use buildings. Here is where the commercial side stands:

  1. September 2024. The listing team said the commercial lots sold "almost immediately," and mentioned that Mark and Patterson were teaming up on a café venture near the park entrance.
  2. December 16, 2024. The City Planning Commission agenda listed Bill Chambers' request for site-plan approval of a mixed-use building at 101 Whitehall Drive. We could not confirm the outcome.
  3. February 4, 2026. The City issued a permit for a mixed-use building at 119 Whitehall Drive, described as a café with two apartments. The City's September 1, 2026 project list still shows only the issued permit, with no completion recorded.
  4. September 24, 2026. 101 Whitehall Drive was listed as commercial land at $780,000 for 0.47 acres. The listing says the parking is paved, drainage is installed, water and sewer capacity charges are paid, and a three-story retail and residential building has been designed to fit a city-approved 2,600-square-foot footprint.

Neither the café's name nor its operator has been announced. For a buyer, the walkable coffee-and-breakfast corner described in 2024 is permitted on one parcel and for sale on another. It is not open yet. The park and the bridge connection are already in place. The shops are still to come.

Questions Buyers Ask About Whitehall Point

Do any Whitehall Point homes have private water frontage?

The townhome listings checked for this post mark Is Waterfront as "No," even where the description says waterfront. The shoreline sits inside Whitehall Park, which the County owns and an easement protects.

How far is it from downtown Beaufort?

The development's marketing materials put historic Beaufort about half a mile away, roughly four minutes. The County's connector from the Woods Memorial Bridge lets you walk it.

Can I bring my own builder to a Whitehall lot?

Allen Patterson Builders is the only approved builder, so lot buyers build with that firm.

Is the café open?

As of the City's September 1, 2026 project list, the café building at 119 Whitehall Drive has an issued permit and no completion date on record.
